An investigation conducted by the Chamber Attorney has determined that the authorities in Køge Municipality have largely handled cases of boundary-crossing behavior at Borup School correctly. The report, prepared at the request of Køge Municipality, reviewed 23 child welfare cases ranging from January 2022 to February 2024, aiming to shed light on the authorities’ handling of cases of violence and abuse among students. The conclusion of the report shows that the Family Center Køge under the Children and Education Administration has complied with the law in all reviewed cases. The school management at Borup School had previously received strong criticism for their handling of the situation, but the Chamber Attorney has concluded that the school fulfilled its duty to report in all cases except one. However, the report notes that the school should have developed a comprehensive action plan earlier, especially in one vulnerable class. Additionally, the report highlights that Borup School has not fully met its obligations under the Act on the Working Environment in the School Environment, especially regarding ensuring a safe teaching environment. The Chamber Attorney stresses, though, that they did not investigate the specific incidents at the school but focused on the authorities’ compliance with the law.
The case of Borup School gained significant attention when TV 2 reported in February about violent and sexual assaults among children at the school. It all started when a nine-year-old girl told her mother that she thought she “had a baby in her belly,” triggering a larger investigation. Several children aged six to 11 reported being beaten with iron pipes, threatened with their lives, and subjected to sexual abuse. Some students were even forced to hit other children to avoid being beaten themselves. In the aftermath of these revelations, dialogue meetings were held between the school, the municipality, and the affected parents. Many parents expressed frustration over the lack of answers and inadequate actions from the authorities. The report from the Chamber Attorney has now shed light on the role of the authorities and clarified that their actions have largely been in accordance with the law, although there is room for improvement in the school’s preventive work.
