Australia has concluded that an Israeli attack on a humanitarian convoy in Gaza in April was the result of “serious errors” rather than a deliberate action. The attack resulted in the deaths of six foreign aid workers along with their Palestinian driver. Among the deceased were Australian Zomi Frankcom, three British nationals, one North American, and one Polish citizen.
A report released on Friday by retired Air Chief Marshal Mark Binskin, the former Chief of the Australian Defence Force, revealed that three vehicles in the World Central Kitchen (WCK) convoy were “struck in relatively quick succession” after Israeli forces had marked the convoy as suspicious. This suspicion arose because some members of the security team were armed, leading to a mistaken assumption that the convoy was taken over by Hamas operatives.
Binskin, who traveled to Israel to investigate the incident, noted that the attack resulted from a “significant degradation in situational awareness.” He emphasized that based on the information available to him, “the attack on WCK’s aid workers was not intentional or targeted against WCK.”
The killings sparked widespread international condemnation, with accusations that Israel had intentionally targeted aid workers, a claim that Israel has denied. Israeli Prime Minister Benjamin Netanyahu has previously acknowledged that the military struck the convoy, but insisted it was an accident.
World Central Kitchen, founded by renowned chef José Andrés, provides food to areas affected by humanitarian crises, natural disasters, and conflicts. The organization suspended its operations after the attack, stating that they had coordinated the convoy’s movements with the Israeli military and that their vehicles were clearly marked.
In his report, Binskin further stated that Israel’s investigation into the attack was “timely, appropriate, and generally sufficient with a few exceptions.” He added that “the IDF’s (Israel Defense Forces) controls in this case failed, leading to errors in decision-making and a misidentification, likely exacerbated by a degree of confirmation bias.”
In a statement accompanying the report, Australia’s Foreign Minister Penny Wong stated that Australia will push for full accountability from those responsible, including possible criminal charges if appropriate. “The military advocate general in Israel still needs to decide on further actions,” she added in her statement.
